This skillfull little watercolor, signed 'M. Yōsuke,' is the work of a so far unidentified watercolorist who painted Japanese subjects in the begining of the 20th century. I have seen several pieces by this artist come to market - all very serene, beautifully detailed watercolors with subjects ranging from ladies in traditional dress carrying umbrellas in the rain, sailboats with Mt. Fuji in the distance, and classic Japanese houses on river banks. I think it most likely that the artist was Japanese-American, painting identifiably Japanese scenes for an American audience, which would explain the presence of their work in the American market today.
